Ebay Turbo Lister Help Please!

I am listing multiple items using turbo lister. I am having trouble with the combined shipping discounts. I have my rules chosen. I have selected flat-same cost to all buyers. In my rules for flat rate combined shipping rule I chose to add $1 to highest shipping cost. But in turbo lister it does not allow me to chose combined shipping discount option. I have tried everything. When I chose another option such as calculated shipping it will allow me to chose combined shipping. Am I missing something? I really wanted to use flat rate shipping and the option of discounted shipping. I am familiar with the program but have never used this combined shipping discount option. Is there someone that knows what might be going on.
